Resume: The urban planning assessment requested by Lisbon City Council was the starting point for defining a planning and intervention strategy for the urban axis comprising Praça do Martim Moniz / Rua da Palma / Avenida Almirante Reis / Praça Francisco Sá Carneiro.
Avenida Almirante Reis is currently a stone archive (Auzelle, 1971) that is both a memory of the growth of the city of Lisbon from the last quarter of the 19th century - mainly between the late 1870s and the mid-20th century, including later replacements that reveal the current urban dynamics - and the basis for planning its future.
The document produced was fundamentally based on three major moments that were intended, on the one hand, to characterize the urban object under analysis, but also, on the other hand, to provide a basis for future guidelines. Thus, the assessment was structured according to a first chapter dedicated to the "origin and character of the avenue", a second chapter concerned with the "urban morphological characterization" and finally a third chapter focused on the evidence of the "potential and transformation in continuity".
